The 6000+ acre park used to be strip mining land. It has been deep mined, strip mined and logged. The former mining roads and logging roads have resulted in more than 200 miles of off-road vehicle (ORV) trails. In addition, new trails are opened every year.

Harlan County Judge/Executive Joseph A. Grieshop writes:

"In the wake of the coal mining and timbering industries, Harlan County has an abundance of abandoned mountainous roads and trails we have formed into an off-roader's paradise. With the careful management of local government and the stewardship of our local clubs and citizens, our trails are kept clean and safe for riders of all skill levels.

"As a bonus, our trails have a view to offer that is second to none, and the hospitality of our people will make the trip to Harlan County the best you'll ever take. Best of all, there's no charge to use our park, so we hope you'll load up your 4x4 or ATV and come ride with us."
